EU citizens can live and work freely in Cyprus. This guide walks through every practical step of registering in 2026 — the MEU1 form, documents required, getting the yellow slip, tax number and opening a bank account.

Do EU citizens need to register?

EU citizens can reside in Cyprus without registration for up to 3 months. For longer stays, registration is required. The Certificate of Registration (the yellow slip) is needed for opening a bank account, obtaining a tax number, enrolling in GeSY and many other practical matters.

Step-by-step registration process

  1. Complete the MEU1 form — download from the Civil Registry and Migration Department (CRMD) website at moi.gov.cy
  2. Gather required documents:
    • Valid EU passport or national ID card
    • Proof of activity: employment contract, company registration, bank statements showing sufficient funds (minimum approximately €2,000), student letter, or proof of pension/passive income
    • Comprehensive health insurance if not yet registered with GeSY
    • Proof of accommodation in Cyprus (rental agreement or utility bill in your name)
    • One passport-sized photograph
  3. Visit the District Administration Office in your district (Limassol, Nicosia, Larnaca, Paphos or Famagusta). Appointments are recommended; walk-ins are accepted at some offices.
  4. Receive your Certificate of Registration (yellow slip) — typically issued the same day or within 1–3 working days.

After registration — next steps

  • Apply for a Tax Identification Number (TIC) at the Tax Department (taxdept.mof.gov.cy)
  • Register with GeSY at gesy.org.cy — select your personal doctor
  • Open a local bank account (Bank of Cyprus, Hellenic Bank) — yellow slip and TIC are required
  • Register your vehicle if bringing one from another EU country — must be done within 6 months of becoming resident
